Request for Proposals: Public Relations Consultant (SMM Consultant)

1. Introduction

The Central Asia Office of the Rosa Luxemburg Stiftung invites qualified and experienced specialists to submit proposals for the provision of digital content creation and social media development services for the period from 10 February 2026 to 31 December 2026.

The Rosa Luxemburg Stiftung (RLS) is an international progressive non-profit organization for civic education, close to the German Left Party (DIE LINKE). Since 1990, RLS has been promoting democratic participation, social justice, and sustainable development through dialogue, knowledge exchange, and empowerment.

The Central Asia Office is based in Almaty and implements projects and activities in four countries of the region: Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.

A framework contract will be concluded with the selected consultant for the above-mentioned period. The Foundation reserves the right to terminate the contract prematurely in case of unsatisfactory performance or failure to meet contractual obligations.

2. Scope of Services

The consultant will provide the following services:
2.1. Strategic Social Media Development
• Adaptation, implementation, management, and monitoring of the RLS CA social media and communication strategy in line with evolving digital trends.
• Development and strengthening of the Foundation’s online presence across social media platforms, including LinkedIn, Instagram, Facebook, and YouTube, targeting audiences in Central Asia and Germany.
• Ensuring consistency of social media content with the Foundation’s communication priorities and values.

2.2. Content Management and Production
• Planning, creation, editing, and publication of regular social media content (copy, visual materials, videos, and other formats).
• Adapting content for different platforms and target audiences.
• Ensuring the quality, timeliness, and relevance of published materials in close coordination with the RLS CA team.

2.3. Creative and Media Campaigns
• Development and implementation of creative communication and media campaigns across social media platforms.
• Supporting the promotion of key events, publications, and projects of the Foundation in the digital space.

2.4. Online Streaming and Digital Events
• Supporting and facilitating live online streaming of Foundation events on social media platforms.
• Coordinating digital communication for hybrid and online event formats

2.5. Targeted Advertising and PR Support
• Planning, launching, and monitoring targeted advertising campaigns across RLS CA social media platforms.

2.6. Monitoring and Analytics
• Tracking key quantitative indicators (reach, engagement, and other relevant metrics).
• Preparing short analytical reports on the effectiveness of digital activities and campaigns, upon request.

2.7. Support for Project and Institutional Reporting
• Collaborating with project managers to enhance the quality of final outputs through the creation of clear and structured digital content.
• Supporting the visual and communication aspects of project reporting

2.8. Other Tasks
• Performing additional communication and social media-related tasks in line with the current needs and instructions of the Foundation’s management.
• Limited involvement in office-based work and media coverage of offline Foundation events in Almaty, as required.

3. Budget

  • The maximum contract value: EUR 6,000
  • Once the maximum value is reached, the framework contract shall be considered exhausted.

4. Requirements for Candidates

Candidates must demonstrate the following qualifications and competencies:

• A higher education degree (Bachelor’s degree or higher) in marketing, communications, and/or media, or in related disciplines (social sciences or humanities).

• Proven skills and practical experience in social media marketing and public relations (PR).

• Ability to analyze, process, and adapt complex research-based and socio-political information into accessible, engaging, and creative content for social media platforms.

• A high level of attention to detail, accuracy, and quality of execution.

• Excellent written and communication skills.

• Fluency in Russian and English; knowledge of Kazakh is considered an asset.

• Practical knowledge of graphic design software and digital tools for content creation and management, including Canva, CapCut, Tilda, and similar platforms; knowledge of Adobe Photoshop is an advantage.

• Strong understanding of the functioning principles and algorithms of social media platforms, including Facebook, LinkedIn, YouTube, Instagram, and other relevant channels.

5. Reporting

The consultant will report to the Head of the RLS Central Asia Office or a designated team member and will provide regular updates on the status of the social media channels and progress in task implementation.

6. Working Format and Schedule

Services will be provided on a flexible basis. The workload will be determined according to the current needs of RLS CA and recorded in timesheets. The work is expected to be predominantly remote, with possible periodic presence in the office or at offline events, subject to prior agreement and necessity.

7. Selection Criteria

Proposals will be evaluated based on the following criteria:
• Proposed rate – 50%
• CV / portfolio – 30%
• Relevant professional experience – 20%
