Request for Proposals: Website Content Support and Management Consultant

1. Introduction

The Central Asia Office of the Rosa Luxemburg Stiftung invites qualified and experienced specialists to submit proposals for the provision of website content support and management services for the period from 10 February 2026 to 31 December 2026.

The Rosa Luxemburg Stiftung (RLS) is an international progressive non-profit organization for civic education, close to the German Left Party (DIE LINKE). Since 1990, RLS has been promoting democratic participation, social justice, and sustainable development through dialogue, knowledge exchange, and empowerment.

The Central Asia Office is based in Almaty and implements projects and activities in four countries of the region: Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.

A framework contract will be concluded with the selected consultant for the above-mentioned period. The Foundation reserves the right to terminate the contract prematurely in case of unsatisfactory performance or failure to meet contractual obligations.

2. Scope of Services

The consultant will provide the following services:
2.1. Website Support
• Regular updating and uploading of content to the website, ensuring its accuracy, relevance, and compliance with the organization’s branding and communication priorities.
• Maintaining website functionality, usability, and visual consistency, including resolving minor technical or design issues.

2.2. Content Organization
• Supporting the reorganization of website content into logically and thematically structured sections to improve navigation and user experience.
• Setting up appropriate tags and basic SEO optimization to enhance content discoverability and ensure alignment of thematic sections with organizational priorities.

2.3. Staff Training
• Conducting periodic training sessions for RLS CA staff on content uploading, basic website administration, and use of the content management system.
• Developing simple training materials and guidelines for further use by staff members.

3. Budget

  • The maximum contract value: EUR 6,000
  • Once the maximum value is reached, the framework contract shall be considered exhausted.

4. Requirements for Candidates

Candidates must demonstrate:

• Proven experience in website support, content management, and implementation of basic design changes.

• Practical knowledge of content management systems, in particular Tilda.

• Strong organizational skills and attention to detail.

• Fluency in Russian and English; knowledge of Kazakh is an asset.

• Excellent communication skills and the ability to train and guide users without technical backgrounds.

5. Reporting

The consultant will report to the Head of the RLS Central Asia Office or a designated team member and will provide regular updates on website performance and progress in task implementation.

6. Working Format and Schedule

Services will be provided on a flexible basis. The workload will be determined according to the current needs of RLS CA and recorded in timesheets. The work is expected to be predominantly remote, with possible periodic in-office support if required.

7. Selection Criteria

Proposals will be evaluated based on the following criteria:
• Proposed rate – 50%
• CV / portfolio – 30%
• Relevant professional experience – 20%
